Power evacuation arrangement of 1200 MW TPS at Hisar (village Khedar) Tehsil Barwala.

Construction of 2x600 MW Hisar TPS located at Village Khedar near Barwala is being executed by HPGCL. The turnkey contract to M/s Reliance for executing the works of the Hisar generation plant has been awarded on 29th Jan 2007 with execution period of 35 and 38 months for unit 1 & 2 respectively. Accordingly the units are scheduled to be commissioned in Dec 2009 and Mar 2010 respectively. The work has been taken in hand and the Hon’ble prime minister has laid the foundation stone on 19th May 2007.


To match the commissioning of associated transmission system for evacuation of power from Hisar TPS with the commissioning schedule of the generating units, the evacuation system was studied in CEA with full participation of HVPNL and was also discussed/ decided in the 22nd meeting of standing committee for planning of northern region system on 12.03.2007.
The project has been declared a Mega project so involves inter-state sale of power also. Haryana remains the major beneficiary. In order to establish connectivity to the grid for making power available to prospective beneficiaries other than Haryana in view of the Mega Project status of this power plant, a 400 kV link be created with Fatehabad which is a regional 400 kV substation constructed by PGCIL.


To utilize major portion of power generation at Hisar TPS in Hisar region itself, a new 400 kV substation with 3x315 MVA 400/220 kV transformers to be fed through double circuit line from Hisar TPS (Khedar) with 85 ºC conductor design is being created in the vicinity of Hisar TPS.


A site at village Balak was identified for construction of 400 kV substation by HVPNL. Subsequently there was resistance from local residents and an alternative site nearby in village Shamsukh has now been identified. Beside this, for evacuation of power from Hisar TPS, a 220 kV substation in Hansi area will also be created as there is an appreciable load growth in Hansi area.


Since there is a possibility of addition of 3rd machine also at Hisar TPS so suitable margins are being retained in the transmission system to make it capable to evacuate additional power also when available. A 220 kV D/C link with under construction substation Bhuna has also been planned.


The 400 kV substation will be the maiden substation to be created by HVPNL Haryana on its own. State of the art procedure to execute 400 kV substation shall be used. The substations will also cater the requirements of SCADA scheme, for instant data exchange between all concerned agencies and reliable, smooth & trouble free for all times to come.
In view of the fact the creation of 400 kV substation normally takes around three years and 220 kV substation takes around 2½ years whereas 132 kV substation can be erected in a period around 1½ to 2 years. Accordingly, the activity of creation of 400 kV system has to take a lead of a period around one year and initiation of underlying 132 kV system of can follow. The following 400 and 220 kV transmission works related with the evacuation of power from Hisar Power plant stand approved in May 2007 so that further process for creation of infrastructure is initiated.

Loop in of Jind - Hisar IA 220 kV double circuit at 400 kV substation Balak (Hisar) making it Jind – Balak double circuit line.

Creation of 220 kV double circuit with 0.5  ” ACSR from 400 kV substation Balak (Hisar) to proposed 220 kV substation Hansi.

8.

Construction of link between proposed 220 kV substation Hansi to the LILO point of Jind - Hisar IA line in order to complete Hansi - Hisar IA line.

9.

Creation of 220 kV double circuit with 0.5  ” ACSR from 400 kV substation Balak (Hisar) to under construction 220 kV substation Bhuna.

10.

Creation of 220 kV substation Hansi at suitable place between Hansi and Narnaund with 2x100 MVA 220/132 kV transformer.

11.

Creation of 132 kV double circuit with 0.4  ”ACSR from 400 kV substation Balak (Hisar) to under construction 132 kV substation Barwala.


Subject:          Power Evacuation for Jhajjar TPS 1500 MW.

1500 MW (3x500 MW) coal based power project at Jhajjar is being executed by NTPC on principle of construction, commissioning, Operation & Maintenance in Joint Venture of Governments of National Capital Territory (NCT), Delhi and Haryana. The power from this project shall be shared on 50:50 basis between Haryana and Delhi. The finances shall be shared by NTPC, Delhi and Haryana on 51:24.5:24.5 basis.


The site is located neighbouring the villages Jharli, Wazidpur, Khanpur Khurd and Khanpur Kalan in Matenhail sub-Tehsil in Jhajjar district of Haryana State. The site is adjacent to Jhajjar-Matenhail-Kanina district road. Nearest town, Matenhail is about 12 km away while district head quarter Jhajjar is 38 km from the site. The commissioning schedule of units no. I, II and III (500 MW each) has been fixed as 15th April 2010, 15th June 2010 and 15th August 2010 respectively. The commissioning schedule of this generation projects has been programmed to draw its full benefit for catering to power requirement in the area during Commonwealth Games to be held during 2010. NTPC has already opened a site office on 25.11.2006 for various site specific studies. They have already opened bids for the main infrastructure and are in process of finalizing the evaluation of the bids. NIT for main plant civil works stands issued by NTPC on 30.03.2007.

Jhajjar - Mundka 400 kV D/C line and Jhajjar - Daultabad (Gurgaon) 400 kV D/C will be constructed by Delhi and Haryana respectively for evacuation of power of Jhajjar TPS. 35 acre land for creation of 400 kV substation adjacent to 220 kV substation Daultabad has been identified. The matter is under pursuance with District Administration for taking the possession of this land from Gram Panchayat. The entire 400 kV and 220 kV works associated with power evacuation of Haryana share from Jhajjar TPS will be approved for execution once the process of possession of the land for 400 kV substation Daultabad from Gram Panchayat is completed.
